A relativly easy way to determine if it is fuel related or electrical related is to take off the seat, start the engine and while stationary open the throttle until the miss or "lack of power" occurs. At that moment spray a bit of started fluid into the air box. If it is related to a fuel problem the engine should pick up speed. If electrical there will be no noticable difference. You could also use propane rather than starter fluid. Just be sure not to over use the stater fluid
