They have no beds, little clothing, no ready food, no soap or towels or toothbrushes, no phones, no ready cash, and are now removed from the place where such stuff was being distributed out of piless of donations. In most situations they no means of transportation to get to a grocery where they can use the food stamps. Some locations don't have a grocery within even LONG walking distances. Providing a roof over their heads is not enough, some follow up needs to be done to >establish< these people in their new locations. Didn't anyone think of that?
