I agree, I think it is clear that that this is the first and only time that Paul felt this "other memory," through the connection that Leto made with him in order to allow him to see and save the twins' lives.
Paul did not possess other memory, Leto did, and Paul experienced it only when he was shown by Leto. "Look!"
