The part where Leto II shows Paul the past seems to be the most compelling reason to doubt Paul's OM, but I don't think that passage necessarily does that. If Paul was the KH (a male BG), it seems to me he'd have access to OM by default (whether that would include the masculine past is probably debatable). It isn't part of his story because Paul chose to look to the future for answers, where Leto II looks to the past. I think Paul was overwhelmed by Leto's ability because it was far beyond BG OM. Leto II was able to see the origin of ALL life (millions of years) and the progression of all life from it. Leto II was also able to actually experience the lives of everything from memory to the very last detail, which seems different from voices speaking in OM. I don't think it can be PROVED one way or the other with the information Herbert provided, though I think either position can be inferred.
