Because it doesn't seem like any amount of meat would be done in that short of a time on low.

I remember someone telling me once that it's really hard to overcook meat in a crock pot. The longer it cooks the more tender it gets, generally. If it were me, I think I'd compromise and check it after about 6 hours, then cook it longer if needed. But someone else might know the correct answer to this!
