Nissan warranties all seatbelts 100% for the life of the Xterra. Period.

That's the good news. The bad news is it sounds like you have a weird problem with your Xterra. If the dealer couldn't figure it out, just be glad you didn't take it back to "Joe's Garage" for more useless hit-or-miss guesswork.

Bring it back to the dealer. Sooner or later they'll figure it out. Sometimes when it gets puzzling to them they will have their best mechanic work on it.

This time you should ask if they have a Nissan "Master Mechanic", and if so you should politely stress that this is who should be working on it from now on.

Hang in there. This will have a happy ending, you'll see. :-)
