Apart from Leicester nearly all the english clubs are in the same financial state as welsh clubs. They want no relegation from ZP1 for a couple of seasons to protect and foster professional club rugby. If the present funding was removed we would have a mad scramble to sign the best players from other clubs to ensure survival.
