No, I purposly left out the no powers part, meaning that they can be used, it is implied. If every challenge were to go about the way your looking at it then you would have to state every little thing that is allowed, like throwing dust up or even something as simple as biting. It is implied that you can use those in a challenge just like it is implied that powers can be used unless otherwise stated. If you look in the main rules it even says, "The challenger may state any terms and conditions they like (eg no powers, if the challenge is unresolved a coin can be flipped, etc). The challenged can request an alteration to those terms, and it will go through if the challenger agrees." The rules even calls the no powers a condition, I altered it and Dante agreed. Its and open close case. If you let this challenge go without powers then that means all future challenges will have to say what they can do exactly like throwing up dust and so on and I don't think that was supposed to be intended with challenges.
