But much of this film is about the lines that one draws, and where they are drawn. All of Whedon's works have as central points issues of morality, choice and in particular redemption. The latter theme comes up over and over and over again, so it isn't a surprise that we see it dealt with here.

I don't think "redemption" is the issue with The Operative at all. Within his ethical system, the only thing the only honorable thing the Operative could do would be to commit seppuku.

What's really in play is Whedon's "can't stop the signal". That if only people would see the documentary, see the truth - they would all be converted. That if only people would watch my show, see my brilliance, they would be converted.

That's what's in play here - not the Operative's characterization. And that's also why the Operative doesn't commit seppuku when it would be completely in character for him to do so. Because it would detract from the Awesomeness of the Signal if there were some genuinely distasteful consequences.
