No, not IMO. In Normal Again we see Spike kind of flinch when he moves towards Bufy in her bedroom challenging her to tell her friends about them but I don't think this is the chip firing on an intent to violence. Even if it was it wasn't a 'head grabber'. There's a question of extent but still thought and intent are not within the remit of the chip IMO.

that being said could Spike have if he had Willow's skills, sent a fire ball to kill Buffy, without the chip responding? whacha think?

I reckon yeah, if 'ifs' and 'ands' were pots and pans.
