Yeah, I think any correlation through the early seasons is more-or-less accidental, but as the approach of metaphor grew from individual aspects of episodes to entire arcs (and I think that's a supportable hypothesis), the religion imagery seems to be more purposely there.

I could see the Mayor as representing the shamanistic level of early religions, though...
