1. During the "nearly a century" before Buffy's arrival, Sunnydale was protected by the Mayor. Admittedly he was protecting the town for his own purposes, but it was still better than nothing.

2. Since the Scoobies actually lived on the Hellmouth, they had personal and (I think) valid reasons for wanting to keep the demons away.

3. As far as "rights" are concerned, you have a point. OTOH, Hank hadn't shown any particular interest in Buffy's situation when she was alive, or in Joyce's death; so there was no particular reason to think he'd be interested in Buffy's death.
