Actually, it's pretty smart.

1. The greatest weakness of the masquerade is that pseudoBuffy might encounter someone who knows realBuffy well enough to recognize the deception.

2. Angel and Spike are the most obvious threats because: a. they know Buffy well and
b. they're likely to actively seek her out (rather than meeting her by chance).

3. Pairing fakeBuffy with the Immortal freaks the boys out, discouraging them from further contact.
