Thanks for bringing this up.

While Voll is given the role of symbolizing the male establishment, he just seems a bit too clichéd. I wonder if the character himself is playing the role as a diversion, putting the spotlight on the Buffy organization as a way of keeping the one he belongs to secret, and keeping Buffy on the defensive so that she doesn't interfere with his organization's plans?
