One type of organization you haven’t mentioned that might be relevant here is the private contractor. Currently in Iraq the number of private contractors is said to out number the troops on the ground. This also might be the type of group that Riley and Sam belong to.

Private contractors seem to operate in legal ‘gray’ areas that would also arise in fighting the supernatural, (Daemons have no legal rights and can be killed on sight).As a government contractor the slayer(s) would have access to intelligence and weapons
but could be supported ‘off the books’ to provide deniability and protect government agencies from liability if say a slayer accidentally killed a mayors assistant.
There would also be some benefits to the slayer(s) maybe a retirement and medical plan
and burial benefits so when a slayer is killed Buffy does not have to bury her in Buffy ‘s back yard.
