1. I agree about Harmony - since her highschool classmates (Willow & Cordelia) didn't know she was dead, it's reasonable to assume that the state didn't either. Otoh, Buffy spends a lot of time in cemetaries, staking vamps as they climb out of their graves; which implies that someone put them in their graves; which implies that somebody somewhere was aware of their deaths.
