And remember, just in case we weren't completely clear on what the Initiative's aim was, we were shown in Why We Fight that both sides wanted "special" agents to do what mere humans couldn't.

It might have been a "we need demons to fight the demons, in case they organize or the other side uses them" (a la As You Were), but how long would it have stayed that way?
