Also remember, too, Xander wasn't watching the show. He was preoccupied with the effects of singing and dancing with Anya as the dialogue points out. He wasn't the only one who saw no great harm in what was happening. Bad things happened in Sunnydale all the time. It wouldn't be that hard to rationalize that what he'd done wasn't the direct case of the worst things that were happening here and there. It was only when Dawn was kidnapped, and Buffy summoned to the demon that the fallout from the singing and dancing became obviously sinister. You can gripe that Xander should have said something at that point. But, Giles had just given them all something else huge to think about by refusing to support Buffy at that moment, to end her dependence on him. Events moved fairly quickly after that.

The whole purpose of the episode was to alienate the Scoobies from each other by putting guilt on Giles (Buffy's dependence), Willow (pulling Buffy from heaven), Dawn (shoplifting to get attention) and Xander, and having Buffy begin her guilt trip with Spike. So it's missing the point to say Xander could have avoided a share that he was personally responsible for.
