管理層一直都只是不管對錯,只是希望跟隨政府大方向,盲目跟隨。最後造成恕聲載道,不公平、甚至舞弊的事情發生。政府政策上要求要有一個審核機制,例如assessment panel來處理一些可能發生只管感情,亂寫工作表現報告的事情,但不設立指引,結果造成更嚴重的舞弊、造成馬揖D義,不是自己人,就被打垮的事情出現。今日,署方只因為要還原在同一職系下,應該由同樣職系的人員去編寫其同一職系低一級同事的工作表現報告,不顧背後的客觀環境是否適合,造成發生可能不公平事情的元素。一個小學生也懂得的數學問題,一個人跟隨上司工作,假定一年都不休假(不算公眾假期) ,每天八小時工作,一星期五天,一年(五十二星期) ,一年一同工作的時間就是8x5x52=2080小時。同一個人同時候跟隨另一位上司工作,每個月要跟他工作兩次,每次三小時,一年(12months)就會有3x2x12=72小時. 如果PO/SPO跟隨經理工作一年是2080小時,而跟隨CPO是72小時,一年的工作表現報告應該誰人寫較為公平,小學生就會答,一定是經理寫啦!都沒有得比較,你玩我嗎?難道我們署方沒有人看到嗎?
我希望署方能夠想一想,同事長時間努力幫經理,幫署方做好自己份工作,結果staff report由只對著他們一陣子的CPO寫Report。以後經理點樣和下屬合作啊!同事又為何要用2000多小時和經理做好份工作呀!他們只要用72小時來拍好CPO馬屁就好了,或用多一點時間和他們娛樂都好過要真做呀!是否真的要有人來查,有人被人告才願意面對問題呢!
