PC is the best for exp per kill, bar none...but it has its downsides.

First, PC has become a haven for most the less than pleasant people and behavior for players this level. Second, if you dont have a strong healer the dots mobs leave you with here can quickly chew you up. If you can tolerate this, the zone rocks for exp!

For me, some of the 0 to 20 zones I prefer are:
Everfrost, 0 to 10. Between the newbie areas, and orcs, cats, bears and mammoth calfs on the tundra this is an easy and smooth zone for fast exp. Also there are some quests you can do with the right faction in halas (goblin ice necklaces to the warrior GM are one of the better ones) that can net you some VERY fast and easy exp!

Other than that I'd do 3 zones where you can easily do exp quests: Crushbone for belts and pads to the Kaladim dwarf, Deathfist slashed belts in EC and WC to the W FP militia capt, and Halas for white bear pelts to Cindl in clothing store.

10 to 20 I like Befallen, Oasis, Unrest, Permafrost and Lake of Ill Omen. In my opinion these are some of the best areas for exp at this level in the game. Check em out!

Some also like the areas around Shar Vahl...may wanna check those as well =)
