Ok....places for a 20 to 30...

At 20 I like LoIO a lot. Skell house decent exp, as are snarks. I also like Neth Lair, and Mons Seru...but I avoid PC like the plague (too many idiots and trains).

I'd also check Paw and SK, especially around spires. The exp is rockin, and not too many nasty casters, especially outside. Mistmoore also a good option, as well as Sol A, Perma and Guktop (although I'd avoid killing live frogs for faction issues if you want to do any of the live side frog quests later, like the Wood Elf illusion crown).

Also try LDON adventures. The exp can be good, some decent loot can drop, and the points, tho low at this level, DO add up fast.

When you get toward 30 I'd do Tizmaks in GD, FM for giants and stuff, and Sol A or Paw.
