Our original furloughs were because, due to sequestration, our department had to make significant budget cuts. This furlough is because the Dems and Republicans and Tea Partiers couldn't get their acts together and sign off on a new budget yet. With no budget in place, there are no funds appropriated with which to pay us. We are not allowed to work for free, thus the layoffs. The Secretary of Defense ordered us back to work this week and we are being paid out of a different pot of money until a new budget is in place.
