LTO chief Alberto Suansing said doing so can help law enforcers trace the owner of motorcycles involved in accidents or criminal activities. Suansing will also talk to (local) motorcycle manufacturers to ask them if they could modify the design of motorcycles to provide a space in the front where the second plate could be attached.
