 Thomas D, as I remember it, there is/was something similar in the Old Testament. The bottom group are 10 persons, and then 10 of these leaders, and so on to the top. Compare with the parishes of Roman Catholics.
..... I suppose this was not necessarily a from-bottom-to-top "democracy", but a from-top-to-down theocracy, with God being the head on top, and decrees handed down from there, propagated to everybody orally via their leaders. But now the Pope is on top, not God, for Catholics.
