 That is true, but I think that it is possible. The Greeks and Romans used the system very well. A central senate, which determines laws and rules, and these rules and laws are based on a religious beliefs. The problem with many of these Theo-Democracy govenments, is that the religion used is unfair and unequal, such as the Taliban, and most Hindubased Gov's Theses belief systems create inequalities between the populus, creating conflict. So the trick in creating a working Theo-Democracy, is finding a religious base the is fair and equitable.
