That is true, but it is possible. It would take a careful guiding hand or book, to do it.
Here's Idea that would fit my terms of a theo-democracy, with your ideas on democracy.

A society is diveded up into regions, so that the regions have a resonanble (ie. not over 100,000 people), and equal population. These regions inhabitants vote in a new representive every 5 years. These representives meet year round discussing laws, and other stuff. But these laws are based on, for example, a well defined Baptist Doctrine; and the represintives vote on the laws and stuff with that Doctrine in mind.

You then have a clearly democratic system, based on certain religous ideals.
