This may be notionally true, but in practice I don't believe it. Ten years experience has taught me to get my application form in as soon as the guide is published if I want maximise my chances of getting good seats. On occasion I've left it until a few days before postal booking opens, and lost out. Conversely, this is the first year ever I've put in an application immediately and still failed to get seats for something.

Perhaps they are using computerised methods to randomise processing order of forms received on/before booking opens. Historically I reckon they just (inadvertently) processed the mailbags more-or-less in the order they got them. Either that, or I was just lucky........
