Well I had some time to experiment last night and here are the results.

First I reloaded my Year 7 save and made sure I had 800 wood on hand in April. Then I sent wood immediately upon request. No matter how many times I reloaded and tried I did not get Lux goods in time. This made me assume that the lux goods delivery date is also dependent on another event so I went to previous one and did 2 tests:

Send troops for Qaadesh in December and then sending Wood immediately resulted in Lux Good coming in June, more than sufficient time to get lux goods for prosperity.

Send troops for Qaadesh in January or February and then sending Wood immediately resulted in Lux Good coming in Sept, not sufficient time.

So the moral of the story is that the lux goods delivery date is dependent on when you send troops and when you send wood, so plan to have a full company by Decemeber if your shooting for a perfect score.

Unfortunately for me in December I only had 14 chariots, not enough to get a victory. I will have to go back at least 3-4 years worth of saves because I never had excess funds to import an extra 2 chariots in the last 2 years, until after year end 49 (otherwise I would go negative profit and screw up PR even worse). I�ll give it a try sometime later this week or next, but I assume a perfect score is well within reach now, just have to replay a few years.
