I found this problem as well the years I wanted to buy chariots. What I did after trial and error is always set wood at 800 until I got my chariots and then import and export the rest of the wood. The traders always come in 2 caravens so the second one wanders off to your chariot accepting wharehouse and the first one gets off the map. as soon as you have the chariots you want be it 1 or 5 then open up the import wood to 2500 or if you have been clever you would have put wood on export as soon as you got the first 800 and it will be gone by the time the chariots are delivered. Then set your import wood at 1700. The second caraven will go back to the entrance wharehouse and deliver up to 800 wood depending on how many chariots you have brought. I had no problems once I worked this out. I always buy my chariots at the start of the year.
Hope this helps.
