Phil, the sad fact is that people will use the dominant paradigm of the time to justify their murderous impulses. In the last century, we have seen this justification shift towards government policy or tribal affiliation. But it's all a lie to divert attention from simple personal responsibility and ambition.
So, it's not the fault of religion, government, or tribe that these things happen. If we abolished them all, people would simply find a new justification and keep on killing each other, at least until humanity attains a new level of enlightenment. You are correct, however, that technological advance does not correlate to greater ethical understanding.
One could easily say that government provides a structure for mass violence on a larger scale. Even so, the crime is not the fault of the tool, but of the criminal using the tool.
