Your correct..two or three raised their hands.

The FWC also found that most of those present would rather see the 3 types of quota permits drawn separately rather than lumped together.

The also did a check to see how many addresses had 10 or more permits going to them and they had 4000 lines on their print out. With 1 address having over 90 permits being mailed to it.
