Mark, I define better as giving everyone an equal chance at getting the limited permits that are available. Also they have broken out each type of hunting, so now the hunters that didn't game the system will have a chance to get both an archery and BP hunt. Also the buddy permit is a good idea which may help to introduce some new hunters, but not sure what all the ramifications will be from this. I can see this causing some problems, but it my be worth a try.

You say this will cut everyones hunting back 50%. I don't beleive that, do you have some data to back that up with. I'm sure it will cut back on the hunters that are gaming the system, which is what its designed to do.

You right there's not enough permits to go around, and all the gaming going on only makes that worst. Thats exactly why the gaming most stop and the only way to do that is with non-transferable permits.

You say under the new system hunter will maybe get one hunt. Thats a bunch of bull. The hunters under the new system will have more of a chance to get more permits than they now have, up to 8 I think. As it is now you only have a chance to get 3.

What changes has the UHF offered and which ones are being implemented?
