I hope I didn't say that having non-transferable permits in the first phase would stop the gaming. I think we both know the only thing that will stop the gaming is going non-transferalbe with all permits.

I also understand most hunters do not want to give up transfeable permits.

I do think that non-transferable permits in the first phase is a good compromise, but from what I have heard and read is most hunters are unwilling to even give up transferable permits in the first phase.

So where does this leave the hunters and FWC that would like to see something done to stop or at least cruve the gaming?

I agree that with transferable permits the preference points also gives the gamers another way to game the system, but it also helps hunters like me that do not game. The turkey permit that I got this year was due to having a preference point.

I really don't know why you would say that they are trying to make a quick fix. The FWC and many hunters have been discussing and looking at ways to fix this problem for many years. The problem is no one can come up with a way to fix the system and keep permits transferable.

The real root of this problem is too many quota areas with low number of permits and short hunts. Until this problem is fix most hunter are going to kept complaining no matter whats done with the quota system.
