If you want to go to the shows, I wouldn't worry about being under 21. You'll still be able to go to the shows and you shouldn't attract any attention hanging around in front of the theater. I don't think anyone would ID you unless you were loitering in the areas of the casino where there's gambling going on.

As other people mentioned outside the theater is the best place to wait. I'd never approach one of the guys if I saw them in a restaurant.
