I've no idea of when it came in, but think about it; if you performed all your movements with your feet turned in, it would look more cumbersome. Particularly rocks, where if you rock to the left, one foot must be turned out, and the other pointed and turned in. Where would that turned-out foot be, and what would it be doing, if substantial turnout wasn't necessary?

In addition, turnout looks much more aesthetically pleasing. Stand in front of a mirror, get into an overcrossed position on demi-pointe (balls of your ffet), with no turnout. It looks bizarre and quite goofy, doesn't it? Now lift yourself up onto demi-pointe, overcrossed once again, makeing sure that you have good turnout - or as much as you can muster - then look in the mirror. Now which one looks better?
