Once on the cloud take 22 steps right (I counted it) then 3 down to the spot that looks like a dog's face (I don't know why.....) go down the steps and you will be in a dungeon where you can either go right, left, or Dylan...
Select "Dylan" and you will find an egg. take the egg to Professor Oak and he will identify it as the Pokemon Argelfraster... but really it is Lugi-Ho disguised as a Charizard lvl (I'm serious) !!! (!!! is where the level is supposed to be. Then take argelfraster to the PokeCenter and heal it. Then go back to the cloud (using the same method described above) and take left this time (NOT DYLAN!!!) and then you will be there.. Congratulations!!
