It's basically advertising - or rewarding advertisers - in the news pages. Not sure if the hardware is a Times client, but it stinks to high heaven.
They've been doing one of these each week for the cover of their community pages. They featured Crivelli Ford, a BIG advertiser, in one of their previous "stories."
Meanwhile, they regularly ignore news happening in their community.
