I had the same problem, looked like mud in the tank... First you have to get all the loose bits out. I gust used a hose until all the water ran clear. Then take a some metal chain or nuts and bolts, throw them in the tank and shake it around to knock off the rest of the rust...
If you really want to do it right you have to seal the tank, the rust will alwaze come back. Eastwood company has a tank sealer kit Eastwood Company that will keep it from coming back.
