I think it would be pretty easy to set such a thing up as long as you had the money. It would be a question of hiring a writer, promoting the program somehow. Perhaps paying for the writer to travel, if that would be part of it.

I'm almost done the CAA Alberta branch residency, but I continue to be surprised at the number of writers outside the major centres who are submitting work. CAA is aware of this and I think if your friend wanted to let them know of the need for this kind of program, they'd appreciate hearing about it. Here's the web address
