An IRC buys one first class stamp in the country it goes to. Usually, that is not enough postage for your return envelope, unless you are using disposable copies (Whish is what I do.) I pick up stamps on my occasional visits to the US, and usually lose them before I have used all of them.

I have used an IRC twice. Once, they put US postage on the envelope, and sent the IRC back. The other time they sent the envelope back with no postage, but the post office delvered it anyway.

The other thing about IRCs is that they cost multiples of what a first class stamp costs. They are an egregious rip-off.
