I think you are right about some journals. The people who start them don't know what to do when they get too may submissions.If they have too many, why not close submissions until they clear out the backlog? And, I've also noticed that some writing which I find, not only obscure, but also just plain bad, seems to make it into print.

I guess the only solution is too keep plodding on and to make multiple submissions.
