Subject: Freezing Russian Units

Was wonder about a few things. It seems in this scenario that the Russians have a lot of freedom with moving units the first two or three turns. Example, they can abandon Bessarabia and the house rules are that the rumanians can't move.
I am new to the TOAW system so not moving the Germans fast enough (while learning the mechanics) is one reason why the russians are doing better.
Also destroying bridges is really easy with no MP cost penalty. Would it make sense to have them lose some MPs when they attempt it?
Overall I am having a blast learning and playing.
Finally, is the 9th pz korps missing or am I mistaken.
