As for your case, if you are still paying for HCAP package, you are not a member yet and if it's less than $10k, you simply stop payment and you won't be declared a bankrupt. The Small Claims Tribunal has no powers to hear your claim because it is a time-share claim. Goto http://www.smallclaims.gov.sg/SCT-Lodging_a_Claim.html and click on checklist under point one, it's explicitly stated there. Therefore Global Europ also cannot use Small Claims Tribunal services against you. Do what deems fit, only you know best.
