Well, I'd say it's not a prison. CEM can leave on his own accord, it's just that he doesn't have the will power.

So choosing between purgatory and hell, I'd go with purgatory. There's no real torture going on here for CEM, but its no fun for him either. He gets thrown a few scraps of attention here and there, just enough to make it impossible for him to leave, but all there is for him to do here in the meantime is mutter to himself and pine for the old days when people would actually talk to him. It's a pathetic, lonely existence. A true purgatory, I believe.
