At times of high stress, confusion, fear, and shock... people can become frozen where they stand.

They were rendered helpless. So many complications - so many internal questions.... so little time to reflect and grasp the situation. It's no wonder Tori's outburst was delayed. Even if Mouse had gathered up the courage to scream anything, Paulie could not and would not listen.

Aside from Tori declaring her undying love for Paulie, I doubt there was anything that could be done to stop (or distract) Paulie physically. As far as how Paulie would be afterward, having been emotionally beaten by Tori's indecisiveness... who knows? I don't feel that at that point in the film there was ever saving the same Paulie we met in the beginning of the movie.
