The last qualified ED director the city had was Sandy Miller, which explains much of the mess the city is in. There isn't the slightest basis of comparison between Kain's credentials: education/knowledge/experience/expertise and his, BECAUSE SHE HAS NONE OF THESE. If she wants to break into ED, then she should be given the part-time intern position, because that is what suits her level of ability.
