Jeesh, I remember having to jump through days worth of hoops and red tape, just to hold bipartisan peaceful gatherings at which federal, state and local officials- including the city manager and council, were present. I can recall being told by the executive office, that if there was no permit the police would be forced to shut down the events, no matter what the purpose. Go figure.
