A new paradigm has been set for municipal "management", a reliance on fed$s sets financial management as precedence. Recipients of State & Local Fiscal Recovery Funds are required to operate in compliance with its provisions, i.e. uses,accounting & reporting. Mr. Venning is experienced in doing that. Coupled with an intimate knowledge of the Burgh's "books", he was able to leverage his asking price. The number of municipalities that have not extended additional resources to procure and comply with CARES Act relief funds are few. Not liking the resulting inflation?
