Back in the day the kids played in the streets with makeshift equipment and hand-me-downs. 'Pretty much zero cost except for the 'spalding' that occasionally got lost on the rooftops. The parents and/or the older kids kept an eye on things. Over time tptb have managed to turn 'play' into another tax scheme requiring exponentially more $s to maintain. Lacking that, already paid for large recreational amenities go neglected to the point of becoming expensive capital improvement projects to be of practical use. Wash, rinse, repeat. Net result... a "progressive" tax scheme of gubberment issued "playpacks" and regulated streets in an effort to check "the devil from mounting any idle horses". There is nothing "progressive" in outsourcing responsibilty. Bring back the nuclear family... and spaldings.
