Comprehensive reading courses should be a mandatory or all City Council members and City Managers. Most do not read or understand the City Charter or employees contracts. Every thing you have to know is in writing, The City Manager and the Council violate the Charter. The Union contracts. The open meeting law. And their oath of office constantly. Ask anyone of them to explain Holiday pay or Bonus and see the kind of answer you get. Why give bonus to Department heads when it is the workers that make them look good. Why do we pay employees twice for the same Holiday? Why do we allow Unions set hours that create mandatory overtime? Why do we allow promotions that are not covered by Civil Service Procedures? And in violation of Union Contracts. The taxpayers did not create the mess we are in, It was the past administrations and poor Management. CM Herbek is just another Manager that refuses to read and understand his responsibility. Ben
